CT PTA RESOLUTION:

CONCEALABLE WEAPONS

Be it RESOLVED That Connecticut PTA inform its members about pending gun control legislation and the issues surrounding such legislation so that local PTAs and PTA members may encourage legislators to support same.

TRACKING THE ISSUES...

March, 2007

Approximately 10 bills relating to firearms were proposed in this year's session of the CT General Assembly, most having to due with lost and stolen firearms, but only two bills have made it out of committee:

bullet SB192 - An act concerning Funding for the statewide firearms trafficking taskforce
bullet SB938 - An act limiting the purchase of handguns to one per month.

Since this is a budget year for the general assembly much of the legislative effort is being expending on money issues.

If gun control is an issue that you feel strongly about, contact CAGV (Connecticut Against Gun Violence) an organization that deals with issues concerning firearms violence and control.

CAGV (CT Against Gun Violence) needs your support to help pass proposed legislation requiring gun owners to report the loss or theft of their firearms! 

Thanks to the hundreds of people across Connecticut who have contacted their State Senators in support of this very sensible legislation so far, our bill requiring the reporting of lost or stolen weapons passed in the Senate by a 26 to 6 vote. The bill passed as an amendment to SB 105, An Act Prohibiting the Sale of Electronic Defense Weapons.

We must now focus our attention on the State Representatives and the Speaker of the House, James Amann. We know that the NRA and other groups who oppose this sensible legislation are scared because they were unable to kill this bill in the Senate so they'll be pulling out all the stops to try to kill it in the House. We cannot let that happen!

Your urgent action is needed to help make our communities safer and hold gun manufacturers accountable for their actions.

Once again, the gun lobby has returned to Washington DC with another effort at passing an immunity bill that will shield the gun industry from any liability against law suits brought by victims of personal or property damage caused by weapons they create, distribute, or sell.

A vote on this bill (S.397 in the U.S. Senate) is imminent and we expect it to take place early this week. Last year the House passed this bill by a vote of 285 to 140 but we were able to block its passage in the Senate. This year the gun industry is starting in the Senate and if it passes there it will surely pass the House. This means we must stop it here and now, before it can get out of the Senate. This is an extremely important time in our efforts to make our communities safer and ensure that the gun industry can be held accountable for their actions. We must let Connecticut's Senators
know immediately that we oppose this legislation.

Now is truly the time to act. Our Connecticut Senators, Dodd and Lieberman, have helped to lead the fight to block this unfair legislation in the past and we expect they will do so again this time. But they need to know that their constituents are supporting them because they will certainly be getting a lot of calls from the pro-gun lobby.

Please take a minute of your time to write a letter to Senators Dodd and Lieberman to let them know you oppose the pro-gun lobby's efforts to shield gun manufacturers from being held accountable for their actions. Below are some talking points to use in your letters or calls:

bulletTell them that you are a constituent and,
bulletThat you are calling in opposition to S. 397 the bill that would grant broad legal immunity to the gun industry.
bulletLet them know that if passed, this legislation will shield the gun industry from any liability against lawsuits brought by victims of personal or property damage caused by the weapons they create, distribute, or sell. Such legislation is unconscionable in light of the gun violence that continues to take a terrible toll on our nation. This legislation is blatantly insensitive to the rights and the sufferings of victims of damage caused by guns. The rights of victims should be decided by the courts, not the gun lobby.

No Gun Dealer Bailout

      WITH THE SNAP of its fingers, the National Rifle Association has caused Senate Majority Leader Bill Frist (R-Tenn.) to halt debate on the critical Defense Department appropriations bill today so that the Senate can take up an NRA-sponsored bill immunizing gun dealers from civil lawsuits for the carnage wrought with their products. The NRA legislation that Mr. Frist and Sen. Larry E. Craig (R-Idaho) are hawking would create a unique and unwarranted exemption for gunmakers and dealers from the normal rules of liability. A more unfair and irrational special-interest shield from civil justice is difficult to imagine.

      If the NRA and Mr. Frist had had their way, Bull's Eye Shooter Supply, the gun dealer that negligently allowed the Bushmaster rifle to reach the hands of Washington snipers John Allen Muhammad and Lee Boyd Malvo, would not have been successfully sued by families of six victims and the two victims who survived the ambushes. Instead, as part of a settlement, the dealer agreed to pay the families and victims $2.5 million. The GOP leader and the NRA want to shield gun purveyors from that kind of justice. The Senate should say no.
